The Malaysian Standards and
Accreditation Council (MSAC) (hereinafter referred to as the
Council) is established under Section 13 of the Standards of
Malaysia Act 1996 (Act 549) with delegated functions under the said
Act in advising the Minister on policies, criteria and procedures
for the administration of a national accreditation system. The
members of the Council are appointed by the Honorable Minister of
Science, Technology and Innovation Malaysia. As provided in the
Act the composition of the Council is as below:
"The Council shall consist of fifteen (15) members
representing various interests such as in standardisation
functions, government and regulatory functions, in education,
trade and industry, professional bodies and consumer bodies.
These members are appointed by the Minister of Science,
Technology and Innovation. The appointment of members of
the Council shall be for a term of three years from the date of
appointment."
The Council has established a
Malaysian National
Accreditation Committee (MyNAC), Malaysian National
Standards Committee (MyNSC) , Malaysian
Electrotechnical National Committee (MyENC)
and Malaysian
National
Medical Testing Accreditation Committee (MyNMTAC)
under subsection 14 of
the Standards of Malaysia Act 1996, for the discharge of its
duties or for any purpose arising out of or connected with any
of its duties or functions related to standardisation and accreditation.
The
main functions of the MSAC are:

Subject to the direction and
control of the Minister, the duties of the Council shall
be to advise and submit recommendations for consideration
and approval of the Minister relating to standardisation
and accreditation based on Section 13 (3) Act 549.

The Council is responsible
in ensuring continual implementation of activities
required to accomplish duties and functions related to
standardisation and
accreditation and other relevant matters.

Subject to Act 549 and any
direction of the Minister, the Council may establish the
rules for their own activities.
