 HISTORY

The Department of Standards Malaysia (STANDARDS MALAYSIA) is the national standards body in Malaysia.    In addition, it is also the national accreditation body. It was officially launched on 28 August 1996 by the then Honorable Minister of Science, Technology and the Environment Y.B. Dato' Seri Law Hieng Ding.

STANDARDS MALAYSIA was established following the corporatisation of the Standards and Industrial Research Institute of Malaysia (SIRIM), to undertake the statutory roles in national standardization formerly carried out by the Institute.

In addition, STANDARDS MALAYSIA is also responsible to carry out accreditation activities, which was previously undertaken by the Malaysian Accreditation Council (MAC). 

In exercising its roles and functions, STANDARDS MALAYSIA is governed by the Standards of Malaysia Act 1996 (Act 549).

To promulgate and promote the national standards

To manage the national accreditation schemes in accordance to the international practices

To maintain the credibility, integrity and competency of the national standardization and accreditation systems

To safeguard the interest of Malaysia at regional and international level in the fields of standardization and accreditation.

ROLES OF STANDARDS MALAYSIA

Fostering and promoting standards and accreditation as a means of advancing the national economy, and benefiting the health, safety and welfare of the public

Assisting and protecting consumers through standards,

Promoting industrial efficiency and development through standards and accreditation,

Facilitating domestic and international trade through standards and accreditation, and

Furthering international cooperation in relation to standards and accreditation.

FUNCTIONS IN STANDARD

Implementation of policies and strategies for national standardisation

Development of Malaysian Standards. STANDARDS MALAYSIA appoints SIRIM Berhad to coordinate development activities in Malaysia.

Recommend standards submitted by the appointed agency as Malaysian Standards Maintain an index of approved Malaysian Standards

Promote the use of national standards

Represent Malaysia in international and regional standardization activities, and ensure that Malaysia's interests are represented at all levels within the regional and international standardisation organisations.At the technical level, STANDARDS MALAYSIA appoints SIRIM Berhad to coordinate and participate in international and regional standardisation activities.

Promote cooperation between organizations concerned with voluntary standardization in Malaysia and Government agencies for the purpose of achieving compatibility and maximum common usage of standards and codes.

Dissemination of information on standards and standardization activities in and outside Malaysia.

 

FUNCTIONS IN ACCREDITATION

Accredit organizations in Malaysia that are engaged in conformity assessments

Maintain a register of accredited organizations and of their marks of conformity

Accredit testing laboratories, calibration laboratories and training organizations engaged in training personnel in conformity assessment

Represent Malaysia in international and regional accreditation activities, and ensure that Malaysia's interests are represented at all levels within the regional and international organizations

For Malaysia to become competitive in world markets, it has to keep pace with the dramatic transition of the world economy whereby the key trends include increased globalization and greater competition, accelerated rate of technology innovation, broader application of new technologies, reduced requirement of raw materials and unskilled labor in many industrial sectors, changes in the organizational paradigm of productivity improvment and greater compatitiveness, quality and speed of delivery to market and increasing enviromental awareness.

Standardization and conformance plays a decisive role in economic development and in facing the challenges posed by the dramatic transition of the world economiy. STANDARDS MALAYSIA, being the national standards and accreditation body has to take a leading role and be at the forefront in moving this agenda in the Ninth Malaysia Plan. It is thus focused on value-adding the economy through standards and accreditation.

The Key Result Areas (KRAs) of STANDARDS MALAYSIA for the ninth Malaysia Plan are identified under the following four main domain :

Strategic thrusts 1 : To value-add to the economy and social well-being through timely delivery of sufficient numbers of market relevant Malaysian Standards and to provide global market linkages through stakeholder participation and support for standardization at national, regional and international levels

Strategic thrusts 2 : To enhance global acceptance of Malaysian product and services through credible and internationally recognized accreditation

Strategic thrusts 3 : To position STANDARDS MALAYSIA and Malaysia is a leader/influential contributor in Standardization and Accreditation nationally and internationally respectively
